Software Techniques, Inc. is Selected
as the Vendor of Choice by The Harris County Appraisal
District, Houston, Texas
Software to provide services for 1.6 million parcels
Winter Park, Florida - June 18, 2001 - Software
Techniques, Inc., a nationally recognized software corporation,
has announced its agreement with the Harris County Appraisal
District, covering the second largest appraisal district
in the United States, based on the number of parcels.
The Orlando-based software firm, Software Techniques,
Inc., will be implementing its customized computer assisted
mass appraisal (CAMA) software, which will be used by
the Harris County Appraisal District. This CAMA software
will determine property value for taxation purposes
for real and tangible property. The Harris County Appraisal
District processes over 200,000 petitions each year
and 50,000 building permits and has a staff of over
500. It also produces tax-billing records for over 500
taxing districts.
Houston, Texas is considered the fourth largest city
in the United States with over 1.6 million parcels of
real property and is identified as the second largest
appraisal district in the country. The Harris County
Appraisal District requires a software system that can
accommodate their workload. “In a large jurisdiction,
such as ours, the software must be able to do a great
deal more than just appraise property,” said Glenn
Traylor, MIS Directory of Harris County Appraisal District.
“It must handle the executive and organizational
workloads as well,” added Traylor. “We are
enthusiastic about customizing our software to fit the
appraisal requirements of Harris County,” said

The Harris County Appraisal District requested to
run its system under Microsoft’s Windows 2000 operating
system. Although Software Technique’s product
is operating system and database independent, scaling
within windows may be a challenge. Software Techniques,
Inc. has scheduled a full-scale certification test to
prove their software will operate under the desired
operating environment. “We are confident our product
will scale well sInce we built our product suite with
large jurisdictions in mind,” said Larry Zirbel,

our ability to surpass the required performance levels”.
Although this is the largest jurisdiction
to select Software Techniques, Inc. as its vendor,

County, Tampa, FL and Duval County, Jacksonville, FL.

About Harris County Property District
HCAD is responsible for local property tax appraisal
and exemption administration for nearly 500 jurisdictions
(taxing units) in America’s fourth most populous
county. Each taxing unit, such as the county, a city,
school district, municipal utility district, etc., sets
